I am writing to Your Majesty in the pursuit of SEEKING JUSTICE that was not served by the Jordanian Government, namely the Jordan Securities Commission and the Court of First Instance-Penal Cases Chamber.

SUMMARY: 

I was robbed of my lifetime savings by the owners of a brokerage firm, Sameer & Sameh Brothers for Investment, aka Al Jaabari family.

BRIEF SERIES OF EVENTS: 

In 2007, I brought my life savings ($1 million) to Jordan and invested in Arab Bank shares through the above-mentioned Jordanian brokers.

In 2008 I was informed that Saeed Al Jaabari (manager of the brokerage firm) had been imprisoned for money related crimes.

My immediate investigation revealed that the Al Jaabari brokers sold all my shares without my knowledge nor authorization, and never paid me a single penny.

I sued them. It took the courts over 12 grueling years to reach a ruling. The much-delayed ruling was also forced to exclude a long jail sentence due to the pardon granted by your Majesty. This, unfortunately, gives the criminals no motive to pay.

I took the ruling to the Court of Award Execution (case #3252-2020). The ruling currently amounts to over JD 1.4 million. However, to my dismay, I discovered that the criminals’ assets happen to be frozen by the State Security Court thus giving me no access to recover my money.

No jail time and no access to frozen assets, where do I go from here? 

What made this crime possible? 

The incompetence of the Jordan Securities Commission that does not have in place a safe procedure to protect investors. Their procedure ironically lacks any measure of security and allows brokers to sell shares and deposit the money in their own bank account(s) instead of the investor’s account which leaves investors completely at the mercy of the brokers. The global standard requires that any funds resulting from the sale of shares are deposited directly in the investor’s account, not the other way around.

The inefficient, outdated legal system that not only fails to deter criminals but rather gives them all the leeway/time needed to maneuver around their current crimes, while also committing additional ones in the process (such as smuggling the stolen money out of the country). Twelve years to get a ruling in a case that has only two witnesses (one of which is myself), is enough reason for any citizen to lose faith in the legal system as a whole and be discouraged from ever resorting to it again.

I am Issa Matar, 70 years of age, a dual citizen of Jordan and the USA–educated in the US and spent over 30 years in Saudi Arabia earning a living (recently relocated to Amman). I have 5 grown up children (3 finished their education abroad, 1 still completing her degree, and 1 just started his education in the UK).

Three of my kids graduated from IAA:

Salman Matar was honored to be one of the students who accompanied Your Majesty to South Korea in 2012. It was an unforgettable experience for him. He graduated from Penn State University in the US.

Omayya Matar was a classmate of HRH Princess Iman Bint Abdullah. She is currently attending University of Frankfurt in Germany.

Faisal Matar finished high school in 2020. He just started his law degree at Kent University in the UK.

My responsibilities are extremely demanding in the pursuit of providing a quality life and education for all my kids. I’m an upstanding, hardworking, family man who’s fallen victim to corrupt brokers and impotent legal/financial local systems. I’m at a stage in my life where I’m meant to retire, and instead, I’m finding myself endlessly chasing crooks in a hopeless legal maze to regain my already hard-earned money.

I plead for Your Majesty’s support in ordering the government (being the main cause of the crime and holder of the criminals’ assets) to return my stolen money and lifetime savings. My family and I have suffered for over 12 long years as a result of this heinous crime; one that should not be equated with a parking ticket or a speeding fine. Your Majesty is my only hope in JUSTICE finally being served.
